Citation counts from books and edited volumes receive less weight than journal citations because the peer review standards for book chapters vary widely and are difficult for a non-specialist to assess. If a significant portion of the petitioner's citation count comes from a monograph or edited volume rather than primary research articles, the petition should frame this carefully—explaining the role of books in the specific discipline and providing comparative citation data for the book separately from the journal article record, so the adjudicator can evaluate each component rather than applying a single aggregate metric uncritically.
Framing borderline citation profiles
A researcher whose citation velocity is high but whose h-index is moderate—perhaps because they publish in a narrow subfield with limited total practitioners—requires specific framing. The expert declaration should acknowledge the subfield's smaller publication community and explain what a moderate h-index means in that context. Citing the total number of active researchers in the subfield, the typical citation norms for its journals, and comparing the petitioner's trajectory to recognized senior figures in the same subfield gives the adjudicator a framework to evaluate the metrics against the right baseline rather than against the broader discipline's general norms.
A researcher with a strong early h-index trajectory that has slowed in recent years—perhaps because of a shift to administrative roles, a fellowship year, or a transition from postdoctoral work to an independent lab—should address the deceleration explicitly. The explanation should tie the slowdown to a specific career event and demonstrate that the research program has resumed or that the petitioner's earlier work continues to attract citations from new researchers entering the subfield. An unexplained plateau in citation velocity reads more negatively than a plateau that the petition addresses with clear factual context.
For researchers at very early career stages—within five to seven years of the terminal degree—citation velocity is almost always more useful than h-index as a lead metric, because the h-index requires a minimum number of publications before it can be meaningfully compared to senior peers. An early-career researcher with an h-index of 10 but a citation velocity showing 300 or more new independent citations per year, concentrated in two or three high-impact papers, may present stronger evidence of an upward trajectory toward the top of the field than a mid-career researcher with a static h-index of 18.

If the petitioner's most-cited papers are driving disproportionate citation velocity, the expert should identify those papers, explain why they have attracted ongoing attention, and connect that ongoing attention to the original contributions criterion or the scholarly articles criterion—whichever the petition is prioritizing for that exhibit.
Before filing, conduct a citation audit: pull reports from both Scopus and Google Scholar, calculate self-citation percentages manually by cross-referencing the petitioner's co-author list, and remove clearly erroneous attributions that appear in scholar profiles due to name disambiguation errors. A citation exhibit that is clean and reproducible is more credible than one with inflated numbers that do not match what the adjudicator finds if they independently pull a Google Scholar profile during review.
