The most important strategic decision in an early-career O-1A petition is selecting three criteria that are each independently satisfiable on the available evidence, rather than three criteria that each require optimistic interpretation. A petition built on a strong scholarly articles exhibit, a well-documented judging record, and expert letters describing a specific original contribution in field-significance terms is more likely to succeed than one that tries to satisfy five criteria on thin evidence.
